According to Herbert John Russell's artifact worksheet, such examples of pilot's licences, dated 1947, were the first issued by the government of Newfoundland, which was then a British Colony. Very few licences were ever issued as Newfoundland became a province of Canada in 1949. Prior to 1947, pilots flying in Newfoundland held a licence issued by either the U.K., Canada or U.S.A.
