Threatened overtaxing of storage facilities prompted rigid restrictions being imposed on deliveries from the 1941 and 1942 crops: these were adjusted in subsequent years. Individual quotas were based on a specified number of bushels per authorized acreage, ie. the acreage entered in the farmer's permit book.
