- There's a fourth "R" added in railway schoolhouses, and it is all important. For "R" as in "Rule Book" governs the thousands of situations that arise in train operation. A new uniform code of rules for all Canadian railway lines goes into effect in August of 1951. Railwaymen all across the Canadian National System are going back to the classroom for instruction. Each man writes an exam on the new book of operating rules, then receives an oral exam. Here rule Instructor H.E. Haggerty at Brockville, explains a new rule to Engineer Arthur Fowler, Fireman James E. Hone, and Engineer Ed Hone, all of Brockville.
