Function: Used to compress arteries, in order to restrict blood flow.
Technical: Esmarch pattern tourniquets featured metal hook and chain closure facilitating rapid and secure placement, and application of continuous, even pressure. Because of it's broad rubber band, this example probably used to secure leg or thigh.
